Legislative Update July 10, 2014


The California Legislature is on it’s summer hiatus for the month of July, so there are no new issues, but here is where we stand with the bills we have been monitoring:

AB 1717 – Perea – Pre-Paid Wireless 9-1-1 Surcharge
In May APCO and the CA Public Safety 9-1-1 Coalition went in opposition to this bill due to the potential detrimental effect on the State Emergency Telephone Number Account (SETNA). In negotiations with the author’s office, they have added amendments that will guarantee a minimum of $9.9 million annually into the SETNA. If that amount isn’t collected through the surcharge, the balance will be billed to the pre-paid wireless vendors. While this isn’t a perfect solution, it does address our concerns, so we have withdrawn our opposition to the bill. We are taking a neutral stance, neither supporting or opposing. We will continue to monitor any changes to the bill in the final month of this legislative session.

SB 1211 – Padilla – Next Generation 9-1-1
This bill is intended to set the stage for designing and implementing Next Generation 9-1-1 in California. The bill simply requires OES to design and implement, but it doesn’t specify how to pay for it. The author’s intent is that future bills will address the funding issue. This bill is sailing through the legislature with little or no opposition.

AB 47 – Gatto – Hit and Run Incidents
This bill was originally a bill to set a misdemeanor to maliciously call 9-1-1. This bill has been gutted and re-purposed to be a bill that will allow CHP to issue a Yellow Alert through the emergency alert system on fatality and major injury hit and runs where suspect and vehicle description are known. There is no known opposition to this bill.
