9-1-1 Advisory Board Meeting Notes, February 19, 2014


The 9-1-1 Advisory Board met on Wednesday, February 19th in Sacramento. Here are the highlights of the meeting:

  • The board welcomed a new member representing CALNENA – Jamie Young from San Mateo County.
  • Bill Anderson made a presentation on the California NG9-1-1 Roadmap.
  • Ryan Dulin, former 9-1-1 Branch Deputy Director and now the Director of the California Public Utilities Commission Communications Division, gave an overview of the CPUC functions and relationship with 9-1-1.
  • Karen Wong reported on the FCC’s Wireless Routing Accuracy Workshop.

  • Bill Anderson gave his report on the 9-1-1 Branch and the SETNA Fund. In summary, SETNA revenues will equal expenditures in this next fiscal year (14/15), despite the increase in the surcharge. They are working on possible solutions. If not, there will not be enough funding for normal annual expenditures by no later than the 18/19 fiscal year.
  • The Long Range Planning Committee submitted the recommendations of the 9-1-1 Policy Workgroup. (Download Here). The Board was in agreement with the recommendations, but cannot vote on the changes until the next meeting. In the meantime, the 9-1-1 Branch will be working on hosting webinars and making presentations to the associations in preparation for the changes to take effect before July 1st.
  • Lisa Hoffman submitted a letter to the Board asking for a reconsideration of allowing NENA dues to be a part of the Annual Training Allotment. The Board discussed the idea that if we do it for NENA, we would have to do it for APCO, CAL CHIEFS, and any other public safety association. No action was taken on the request.
  • Wireless Location Accuracy – Karen Wong briefly spoke about the concerns by PSAPs and the FCC on the dwindling accuracy for wireless 9-1-1 callers. It is a national concern, not just California.
