APCO Submits Comments to the FCC regarding the establishment of a Public Safety Do-Not-Call Registry


On December 1, 2021 APCO filed comments on the FCC’s Further Notice of Proposed Rulemaking for Docket 21-343, Enhancing Security of Public Safety Answering Point Communications. This proceeding involves the establishment of a Public Safety answering point Do-Not-Call registry. Highlights of APCO’s comments are:

  • APCO agrees that granting autodialer operators direct access to a centralized database of ECC phone numbers poses security concerns.
  • Service providers are equipped to provide the call blocking function and safeguard sensitive ECC information.
  • Confidence that ECC’s information is secure will increase the likelihood that ECC’s participate.
  • Supports requiring service providers to report the number of autodialed calls to ECC that are blocked.
  • A simple process should be established for ECC’s to report autodialed calls that bypass the service provider’s protections.
