On November 17, 2025 the FCC issued Public Notice DA 25-943 providing revised deadlines for filings that would have been due during the Federal Government shutdown. Of note to public safety are deadlines to ULS applications and Notifications. All ULS applications and notifications, such as construction completion, originally due on October 1, 2025 through and including December 5, 2025 are now due December 5, 2025. Any filings submitted on October 1, 2025, before ULS became unavailable that day are considered as received on November 16, 2025.
Also to be noted, any courtesy email reminders that normally would have gone out to licensees will NOT be sent. It is incumbent on the licensees to review their licenses to confirm that any necessary renewals or notifications that are due are filed prior to the posted deadlines. The FCC will resume reminder emails the week of November 24, 2025.
Any comments to proceedings due during the shutdown are now due November 18, 2025. Any reply comments to proceedings are now due the time period after November 18 as specified on the proceeding. As an example, if the reply comment period was 15 days, the new reply comment deadline is December 3, 2025. The notice provides a specific revised deadlines for the Petition for Rulemaking on Signal Boosters (RM-12009). The new reply comment due date is December 18, 2025.
The notice provides information on other types of filings and deadlines such as Special Temporary Authorizations (STA), Tower Construction Notifications, and Antenna Structure Registrations (ASR).
