Virtual Town Hall Meeting Notes


The State 9-1-1 Office held a Virtual Town Hall meeting the afternoon of 6/26/13.

Here are my notes of interesting items:

Language Line
• The Language Line transition will be effective July 1. $0.59 per minute.
• PSAPs will no longer need to cut a PO each year for Language Line through CMAS. Need to transfer off existing CMAS contracts as soon as possible, but no later than September 30th.
• Steps to transition to State Contract for Language Line
o Contact Wendy Gavia Wendy.gavia@state.ca.gov at State – confirm client ID
o Change phone numbers in VESTA
o Notify Wendy when the transition is complete.

Wireless Stipend
• The stipend to Wireless Service Providers has ended as of June 2013.

Annual Training Allotment (ATA)
• National APCO is pre-approved. (Western Regional Conference needs to work with 9-1-1 Office to get pre-approved.) CALNENA 2014 should be pre-approved. NO out of state conferences will be approved.
• Discovered that they have been using SETNA funds for membership dues for CALNENA, this is not in line with the new policy changes, but will be reviewed and a policy set. Membership dues are not included in the Warren Act.
• On-Line Training from APCO and NENA – PSAPs will have to submit for approval to Monica McGrath – Monica.Mcgrath@state.ca.gov. Common requests may get pre-approved.
• Funding for GIS will remain as long as the agency is taking Wireless 9-1-1.
• PSAPs need to self-monitor the $3,000 Annual Training Allotment – State 9-1-1 isn’t going to have time to check each request to see if you have money in the account.
• It’s $3,000 per PSAP per year, regardless of size. Having a sliding scale based on PSAP size may be a future item of discussion.
• POST – you can use the ATA for unreimbursed costs for POST classes (travel, etc.).
• Annual requests can be appended if training comes up during the year.
• All training will be on a reimbursement basis.

CPE Replacement Schedule
• The replacement schedule at 5 or 7 years question is up to the new Workgroup that is being formed. Not announcing the members of that group yet, but they had over 30 nominations.
• Incremental funding has been discontinued. Will ask the new Workgroup to review the existing funding model and propose changes.
• The Long Range Planning Committee is working on the incremental equipment list, and they are meeting again in July.

Travel Reimbursement
• Travel reimbursement is now based on state rates. www.calhr.ca.gov/employees/Pages/travel-reimbursements.aspx

PSAP Spending Plans
• Annual PSAP spending plan will need to be done every July 1st, but requirement will be put on hold pending research and proposals by Working Group. So no plan submittal this year (yet).

Next Gen 9-1-1
• Will have a virtual town hall meeting on NextGen and the pilot projects in the near future.
